The Association for Compensatory Educators of Texas (ACET) is a state affiliate of the National Association of Federal Education Program Administrators (NAFEPA). NAFEPA provides leadership to educators across the nation in the areas of legislation and instruction. We host two annual conferences dedicated to meeting the needs of students in at-risk situations across the state of Texas. We are also committed to providing quality services that will empower educators to effectively meet these challenges. Cory Green, Associate Commissioner and Chief Grants Officer, and Nick Davis, Chief of Staff, from the Department of Grant Compliance and Administration at TEA will present highlights of the EDGAR 101 Academy that they have been providing across the state. This pre-conference session will focus on the EDGAR and UGG sections that had changes in recent months. The session will be provided from the subgrantee point of view and emphasize what the changes mean and look back at the past and toward the future. These changes go into effect generally for new federal awards (new TEA NOGAs) issued after October 1, 2024. However, USDE is allowing TEA to implement some of the more beneficial flexibilities and changes earlier and apply them to the 2024-2025 grants already issued. Come ready to learn it and do it as we go back to the future."

Cal Lopez, Federal Compliance Officer for the Department of Grant Compliance and Administration we will present the requirements for LEAs to establish and maintain internal controls. This pre-conference session will provide participants with examples of common fiscal and programmatic findings and how weak internal controls can impact non-compliance, and how these examples could have be prevented. Participants will receive tools and strategies to build and implement a system of internal controls, policies, and procedures to achieve their goal of non-compliance. Examples of preventive, detective, and corrective internal controls will be discussed, and the role they play in risk mitigation and decreasing fraud, waste, and abuse.

The Title I, Part A Capacity Building Initiative is funded by the Texas Education Agency and produced by Education Service, Region 20. e. The purpose of this program is to provide sustained support and work cooperatively with Title I, Part A and Title I, Part D, Subpart 2 campuses in implementing Title I, Part A and Title I, Part D, Subparts 2 programs to increase the opportunity for all students in meeting the State’s content and student performance standards. This grant provides services and resources for ESCs and LEAs statewide. This session will share information and tools the initiative has created to support the programs and work of those included in the initiative on compliance and best practice. Additionally, we will share updates for the initiative coming in 2024-25.
